Jonathan Graham (according to his nametag) tied off extremely high up on something! Where is it and why is the breathing apparatus needed up there?

This is Jonathan Graham. He is a Technician for Remote Access Technology Inc located in Dartmouth Canada. The job he is on is the INCO Stack located in Sudbury Ontario, Canada. He is conducting a visual inspection of the concrete exterior of the stack while it is LIVE - hence the SABA requirement. The height is 1250ft and the photo was taken by Mike Dorse. Look close and you can see and read the RAT 1 877 telephone number on the radio strapped to his harness.
